This feature allows notifications to be sent based on user roles, ensuring that messages reach the appropriate recipients.

Key functionality:

Notifications are sent to users who have the selected role and the capability to receive notifications.
Users enrolled in the course with the selected role will receive notifications.
Users with a user context role (i.e., roles assigned outside the course context) will also receive notifications, even if they are not enrolled in the course.

This feature provides flexibility in targeting recipients, ensuring that both course participants and relevant users with broader roles (like parents, mentors or coaches of students) receive important notifications.
